When i first bought my android phone, i didn't get any pc suite with my device. I searched whole of internet for an application that would allow me to thether my cell data plan to pc. What i came across were pdanet, easythether etc. Pdanet is not free and easythether free version allow you to just open non-http site. For http site, you need to upgrade to pro version.
After so much of search, i found out that android 2.2 allow us to thether cell data plan through USB and wifi without any third party apps.
To thether via USB you just need to connect your android phone to pc through USB. Then go to settings > wireless and network > tethering and portable hotspot. You will see an option 'USB tethering' there. Just check that box and you are ready to use your cell data plan in pc.
Please note your cell must be configure to access internet
